Planned New Look For New Hall Lane

New Hall Lane is set be the first city gateway to benefit from improvements, as part of the Preston, South Ribble and Lancashire City Deal.

Earlier this year, Preston City and Lancashire County Councils carried out consultation with residents and businesses about the proposed developments. Taking on board the comments and suggestions received, a detailed plan is now ready to be considered by the county council.

The response to the consultation enabled the City Deal team to shape the proposed improvements to the area, both for those who live and work there and also for people who use New Hall Lane as a gateway into and out of the city. The consultation report is available to view on Preston City Council’s website.

Deputy Leader of Preston City Council, Councillor John Swindells, welcomed the report:

“I would firstly like to thank those who took the time to respond to the consultation on the New Hall Lane developments. It’s very important to have this input from local people.

“Reflecting on those comments and the detailed plan for the improvements, this is a positive step forward for the area, as well as Preston as a whole.

“One of the main concerns about the project was parking and this has been addressed in the detailed plan. The parking provision will now almost double from that currently available.

“I would encourage local residents and business owners to attend the upcoming information events to view the detailed plans.”

County Councillor Jennifer Mein, Leader of Lancashire County Council, added: "These proposed improvements are part of Preston, South Ribble and Lancashire City Deal, which aims to transform the whole area, creating new jobs and growing the local economy.

"We wanted local people to have their say and help to shape these plans for this part of the city. These improvements will make it easier for people to get around, while also making it a more attractive area for shopping and businesses."

The City Deal is an agreement between the Lancashire Enterprise Partnership (LEP) and Preston City Council, South Ribble Borough Council and Lancashire County Council, along with central government and the Homes and Communities Agency (HCA).

  • The detailed plan for New Hall Lane will go for consideration to the county council's Cabinet member for highways and transport, John Fillis, on Tuesday 10 November.
  • The full consultation report, along with a summary, can be found on the New Hall Lane re-development page on Preston City Council’s website.
  • If approved, first to see the detailed plan will be the Friends of Fishwick & St Matthew’s on 16 November.
  • There will be further opportunity to see the detailed plan on the council’s CitizenZone vehicle on the following dates and locations:
    • Thursday 19 November, 3pm-6pm at Acregate Lane Club car park
    • Wednesday 25 November, 3pm-6pm at Acregate Lane Club car park
    • Wednesday 2 December, 3pm-6pm at Lidl Car Park, New Hall Lane
  • If approved, the detailed plan for improvements to New Hall Lane will also be available on the New Hall Lane re-development page on Preston City Council’s website, following the Cabinet member's decision making session on Tuesday 10 November.
